一、签证发给对象

外国人才签证（R字签证）一般有效期为5年至10年，单次入境停留时间最长为180天，可多次入境，免收签证费和加急费。随行家属可获得相应种类的入境签证。

发给对象为国家经济社会发展需要的外国高层次人才和急需紧缺人才，符合 “高精尖缺”和市场需求导向的科学家、科技领军人才、国际企业家、专门人才和高技能人才等。

具体应当符合《国家外国专家局、人资资源社会保障部、外交部、公安部关于全面实施外国人来华工作许可制度的通知》外专发[2017]40号文件【点击下载】规定的外国高端人才 （A类）标准条件。

二、申请《外国高端人才确认函》

院系向国际合作部报送外籍专家以下电子版材料：

（1）外国高端人才确认函申请表（模板见附件1）；

（2）护照首页，护照有效期距离其申请R字签证时间不得少于6个月；

（3）近期免冠照片，白色背景，无边框，jpg格式，40k-120k；

（4）聘用合同或任职证明；

（5）符合高端人才认定标准的证明材料；

（6）最高学历学位证书（若为英文版本，请附中文翻译件，无需公证，加盖学院公章）。

（7）院系发出的邀请函件；

国际合作部审核后，向陕西省科学技术厅提交申请，审批通过后，签发《外国高端人才确认函》。

三、外籍专家申请R字签证

外籍专家向中国驻外使馆、领馆或者外交部委托的其他驻外机构申请办理R字签证，提交以下材料：

（1）签证申请表；

（2）护照（有效期为6个月以上，护照号码与《外国高端人才确认函》中的信息一致）以及符合规定的照片；

（3）《外国高端人才确认函》打印件；

（4）驻外使馆、领馆或者外交部委托的其他驻外机构要求的其他材料。

四、外籍专家持R字签证入境

外籍专家获得R字签证后，应马上注册持R字签证外国人入境信息更新系统（Entry Information Updating System for Foreigners with R Visa）。

外籍专家每次入境前，院系务必提前告知国际合作部【外籍专家入境日期并发送R字签证页电子版】，否则可能会对以后入境工作产生影响。

五、外籍专家接待

在外籍专家来校工作期间，聘用学院须做好接待工作，敦促、监督其遵守中国法律法规以及学校相关规定。

聘用学院与外籍专家的合作结束前，须提前通知国际合作部，以办理相应的证件手续。

                      Process for Applying for the Foreign Talent Visa (R Visa)

1. Who can apply?

The Foreign Talent Visa (R Visa) is generally valid for 5 to 10 years, with a maximum single-entry stay of 180 days. It allows multiple entries and is exempt from visa fees and express fees. Accompanying family members can obtain corresponding types of entry visas.

It is issued to foreign high-level talents and urgently needed talents required for the country's economic and social development, including scientists, leading scientific and technological talents, international entrepreneurs, specialized talents, and highly skilled talents who meet the criteria of being "high-level, sophisticated, top-notch, and in shortage" and market demand orientation.

Specifically, it should meet the standard conditions for foreign high-end talents (Category A) stipulated in the "Notice of the State Administration of Foreign Experts Affairs, the Ministry of Human Resources and Social Security, the Ministry of Foreign Affairs, and the Ministry of Public Security on the Comprehensive Implementation of the Foreigners' Work Permit System in China" (Document No. 40 [2017] issued by the State Administration of Foreign Experts Affairs, Click to Download.

2. Applying for the "Confirmation Letter of Foreign High-End Talents"

The faculty or department shall submit the following electronic materials of the foreign expert to the Office of International Cooperation:

(1) Application form for the confirmation letter of foreign high-end talents (see Attachment 1 for the template);

(2) The first page of the passport, and the passport must be valid for at least 6 months from the time of applying for the R visa;

(3) A recent bareheaded photo with a white background, no border, in jpg format, with a size of 40k - 120k;

(4) Employment contract or proof of employment;

(5) Materials certifying that the applicant meets the criteria for high-end talent identification;

(6) The highest academic degree certificate (if it is in English, please attach a Chinese translation, no need for notarization, and affix the official seal of the college);

(7) The invitation letter issued by the faculty or department.

After verification by the International Cooperation Department, an application will be submitted to the Shaanxi Provincial Department of Science and Technology. Upon approval, the "Confirmation Letter of Foreign High-End Talents" will be issued.

3. The Foreign Expert Applies for the R Visa

The foreign expert shall apply for the R visa at the Chinese embassy or consulate abroad or other overseas institutions entrusted by the Ministry of Foreign Affairs and submit the following materials:

(1) Visa application form;

(2) Passport (valid for more than 6 months, and the passport number must be consistent with the information in the "Confirmation Letter of Foreign High-End Talents") and a photo that meets the requirements;

(3) Printed copy of the "Confirmation Letter of Foreign High-End Talents";

(4) Other materials required by the embassy, consulate or other overseas institutions entrusted by the Ministry of Foreign Affairs.

4. The Foreign Expert Enters China with the R Visa

After obtaining the R visa, the foreign expert shall immediately register in the Entry Information Updating System for Foreigners with R Visa.

Before each entry of the foreign expert, the faculty or department must inform the International Cooperation Department in advance [of the entry date of the foreign expert and send the electronic version of the R visa page], otherwise it may affect future entry work.

5. After arrival of the Foreign Expert

During the period when the foreign expert works at the university, the employing college must do a good job in reception and urge and supervise the foreign expert to abide by Chinese laws, regulations and relevant school regulations. Before the cooperation between the employing college and the foreign expert ends, the Office of International Cooperation must be notified in advance to handle the corresponding certificate procedures.
